Read fire virtue first, then figures

The Fire Bureau is not a basket for every fire-related deity. Within the Eight Bureaus framework, it mainly handles fire virtue, fire disasters, light and flame functions. In the Fengshen novel system, Luo Xuan often corresponds to the Fire-Virtue Star Lord of the South, with five Fire Bureau deities forming the executive layer. Stove God, Zhurong and fire-temple beliefs belong better in related layers, not as direct bureau members.

Upper-level function

Fire virtue, fire signs, light, fire disasters and flame, leaning toward Heaven's administrative explanation of fire.

Novel-system chief

Luo Xuan is enfeoffed as the Southern Three-Qi Fire-Virtue Star Lord, making him the easiest Fire Bureau center to enter in the Investiture system.

Executive members

Tail Fire Tiger Zhu Zhao, Room Fire Pig Gao Zhen, Beak Fire Monkey Fang Gui, Wing Fire Serpent Wang Jiao and Fire-Receiving Heavenly Lord Liu Huan.

Related layer

Kitchen God, Zhurong, Fire-Virtue True Lord and local fire-god beliefs can be placed in extended entries, not directly mixed into the Eight-Bureau list.

What the Fire Bureau handles

The Fire Bureau has two sides: everyday flame, light, hearths and fire-virtue order on one hand; calamity, burning, punishment and battlefield fire attacks on the other. It should not be reduced to "can make fire"; it also shows how fire becomes part of celestial order.

Fire virtue and direction

Fire virtue is often linked with the south, red color, summer season and heat, so Southern Three-Qi Fire-Virtue Star Lord is the key title for the Fire Bureau chief.

Flame and everyday life

Human furnace fire, hearth fire, lamps and flame order are suited to a crossover zone between the Fire Bureau and folk hearth-fire belief.

Disaster omens and punishment

Fire disasters, burning and fire attacks often carry punitive functions, like the Thunder Bureau's heavenly awe and the Plague Bureau's disease disasters; all are narrative expressions of Heaven's enforcement power.

Main members

Chief

Southern Three-Qi Fire-Virtue Star Lord, Luo Xuan

In Investiture of the Gods, Luo Xuan is known for fire magic treasures and fire-attack narratives. After canonization, he becomes the Fire Bureau chief. This site places Luo Xuan in the novel Fengshen layer while keeping Fire-Virtue Star Lord as a celestial office title.

Fire mansion members

Tail Fire Tiger, Room Fire Pig, Beak Fire Monkey and Wing Fire Serpent

Zhu Zhao, Gao Zhen, Fang Gui and Wang Jiao are often linked with fire-mansion titles among the Twenty-Eight Mansions, showing overlap between the Fire Bureau and star-mansion systems.

Executive offices

Fire-Receiving Heavenly Lord Liu Huan

Liu Huan can serve as an executive-layer Fire Bureau entry, suitable for later splitting into an individual figure entry covering his Fire Bureau function in the novel.

Common misunderstandings

Do not directly force Zhurong into the Fire Bureau list

Zhurong is better placed as an ancient fire god, southern deity and culture hero. The Fire Bureau belongs to the Fengshen Eight Bureaus and Heaven office framework; the two can connect but should not be merged.

The Kitchen God is not the only explanation of the Fire Bureau

The Kitchen God is important in household, stove, inspection and folk seasonal belief. He relates to the Fire Bureau but is not the same as an official Fire Bureau deity.
