What the Water Bureau handles
The Water Bureau's basic functions include rain, rivers, lakes, seas, irrigation, flood disaster and water-virtue order. It cooperates with the Thunder Bureau in rainmaking and connects with Dragon Kings, Water Officials, Hebo, the Four Great Rivers and local water courts. It should not merge all water gods into a single Dragon King department.
The Water Bureau can work with the Thunder Bureau to send clouds and rain, moisten fields and address drought or flood disasters.
The Four Seas, Four Waterways, Hebo and local water gods fit into a water-domain divine-office network.
The Water Official Emperor among the Three Officials and water-office systems can serve as related entries, but are not directly identical to the Eight-Bureau Water Bureau.
The Four Seas Dragon Kings are major representatives of water-domain deities, but they do not cover all Water Bureau functions.
Main divine offices
Northern-Dipper Five-Qi Water-Virtue Star Lord, Lu Xiong
In the Investiture system, Lu Xiong often serves as a Water Bureau chief entry. The Water-Virtue Star Lord title emphasizes five-phase water virtue and Heaven functions, not just a single water-domain deity.
Dragon Kings of the Four Seas
The Dragon Kings of the Eastern, Southern, Western and Northern Seas are common in fiction and folk belief and fit as extended Water Bureau entries, but should be listed separately as a dragon-king system.
Water Official, water offices, Hebo and the Four Waterways
These offices are closer to Daoist water offices, local water gods and natural water-domain belief, and should later expand into an independent water-office column.
Common misunderstandings
The Water Bureau is not the Dragon King department
Dragon Kings handle sea regions and aquatic-being narratives, while the Water Bureau handles water virtue and water affairs in Heaven's Eight Bureaus. They can connect, but cannot replace one another.
The Water Official Emperor does not directly belong to the Eight-Bureau Water Bureau
The Water Official Emperor belongs to the Three Officials system, focusing on relieving misfortune, examination and water-office belief. This site will open a separate related-system entry.
